On November twenty-fourth, police found Luqman Khan parked after hours in Canby Park West. During a subsequent traffic stop, Khan refused to comply with police commands to step out of his vehicle and resisted arrest.
When officers searched Khan's truck, they made alarming discoveries. According to investigators, during their investigation, officers discovered in Khan's vehicle a three fifty-seven caliber Glock handgun loaded with twenty-seven rounds. Police also found multiple loaded Glock magazines and an armored ballistic plate in his possession.
Perhaps most concerning was a handwritten notebook found in the vehicle. The notebook contained detailed discussions about attack methods and how law enforcement detection could be avoided. The notebook referenced a member of the University of Delaware's Police Department by name, and included a layout of a building with entry and exit points under which the words UD Police Station were printed.
The handwritten documents allegedly showed plans for an attack and included sketches of the University of Delaware Police Station with marked entry and exit points, along with the name of a police officer. Officials found the notebook discussed additional weapons and firearms and how they could be used in an attack.
The investigation expanded beyond the initial arrest. On November twenty-fifth, the FBI raided Khan's home, where they discovered more advanced weapons during the search.
Khan's background became a point of international clarification. Foreign office officials stated, according to our investigations he is Afghan national. He stayed in Pakistan as a refugee for a few years with his family before leaving for the US. Officials emphasized he is not Pakistani national or of Pakistan origin. He is an Afghan, spent a few years as a refugee in Pakistan and then went to the US, where he spent most of his life.
